• I. Cover letter
• II. CV or profile detailing the qualifications and experience of all person(s)/institution involved in carrying out the assignment (maximum 2 pages)
• III. Technical Proposal: with the proposed methodology clearly detailed showing how it will achieve the set objectives. An action plan and timeline that is feasible, realistic and within project timeframe and with reference to key milestones (i.e, the provision of deliverables).
• IV. Financial Proposal; Completed offer form (financial proposal) detailing the budget of the assignment including the breakdown of all the fees (resource fees, accommodation, transport, translation, etc.) for developing toolkit. (The consultant should clearly indicate the consultancy fee for development of Curriculum and Toolkit (Deliverable including Rapid needs assessment report, Draft Curriculum and Toolkit and Brief Guideline and Monitoring instruction and TOT training Program (Deliverable including TOT Workshop Facilitation and Final report) separately.)
• V. Examples of previous similar assignments completed (at least 3)
• VI. Anonymized (if possible) samples of similar and relevant work (minimum 2)
• VII. Details of referees (minimum 2)
